It was announced that the bus hit students and parents waiting outside the gate of a school in the city of Tai'an.
State media reported that the driver lost control of the vehicle and was detained while police investigated the cause of the incident.
It is unclear whether the incident was intentional.
Chinese state media confirmed that “A total of 11 people (6 parents and 5 students) have died so far” after the bus hit a group of parents and children on the roadside.
The other 12 people are in stable health.
Footage of the incident shared on social media shows people trapped under the vehicle.
The accident took place a few days after students returned to school for the start of the new academic year.
