"The Appeals Committee is satisfied that Mr. Rubiales acted in a manner contrary to the principles set out in the FIFA disciplinary rules," FIFA said in a statement.

After the 2023 Women's World Cup Final, Luis Rubiales, who was suspended for three years from his position as President of the Spanish Football Federation after kissing Spanish female soccer player Jenni Hermoso on the lips, was rejected by the FIFA Appeals Committee. 

"The Appeals Committee is satisfied that Mr. Rubiales acted in a manner contrary to the principles set out in the FIFA disciplinary rules," FIFA said in a statement.

Rubiales had kissed Spanish midfielder Jenni Hermoso on the lips against her will during the medal presentation ceremony at the 2023 Women's Football World Cup final in Sydney in August, for which he was ordered to stand trial in Spain.

Rubiales, who denies the kiss was forced, is expected to appeal the Appeals Committee's decision to the Court of Arbitration for Sport. 

FIFA had initially suspended Rubiales from the presidency of the Federation and in October banned him from the sport for three years.

Spain's women's national team defeated England to win the Women's World Cup for the first time in its history, but the victory was overshadowed by Rubiales' behavior and the aftermath. 

For three weeks, Rubiales refused to resign from his post, and many players refused to step down "until radical changes are made". He went on strike against the Spanish Football Federation.
